  1. Stamp Duty on Auctioned Properties
    Until now, properties auctioned by banks often bypassed stamp duty payment by registering sales through “sale certificates” under Section 89 of the Stamp Act. This loophole has caused revenue losses for the state.
    • The government now plans to make full stamp duty mandatory for all auctioned properties before registration.
  2. Authority to Cancel Fraudulent Registrations
    At present, once a property is registered, only courts have the power to cancel it even if the registration involves forgery or impersonation.
    • The proposed amendment seeks to empower senior registration officials, including the Inspector General and Commissioner, to cancel fraudulent or duplicate registrations directly.
  3. New Section 22-B in the Registration Act
    The state is adding a new clause, giving registration authorities the power to cancel sham registrations. This brings Telangana in line with states like Andhra Pradesh, Tamil Nadu, and Karnataka, which already have similar provisions.
